District Information
The Northeastern District is home to Morgan State University (the largest HBCU in Maryland), Good Samaritan Hospital, Mt. Pleasant Public Golf Course, Lake Montebello and Stadium Place located on the grounds of the old Memorial Stadium, former home of the World Champion Baltimore Colts. Some of the District's more well-known neighborhoods include Hamilton and Lauraville.
Near Morgan State University, visitors will also find Herring Run Park, which features 375 acres of woodlands.
Major Jo Anne Wallace
Major Jo Anne Wallace serves as the District Commander of the Northeastern District.
Major Wallace is a 26-year veteran of the BPD, and she currently is the Commander of the Special Services Section. Her previous assignment was the Commander of the Data Driven Strategies Section (Homeland Security). Some of her past assignments include Police Athletic League (PAL), Drug Enforcement detective, Child Abuse detective, Internal Affairs detective, Homeless Outreach Supervisor, Crisis Response Coordinator, Citiwatch commander, Emergency Operation Center (EOC).
Major Wallace received her undergraduate degree in Cyber-Security Management and Policy from the University of Maryland Global Campus, a Master of Science degree in Criminal Justice from Coppin State University, a Master of Philosophy in Criminal Justice from Walden University, and she is pursuing her Doctorate in Criminal Justice.
Captain Scott Swenson
Captain Scott Swenson has been appointed as the Executive Officer of the Northeastern District. He previously served as the Executive Officer of the Eastern District.
He has been a member of the Baltimore Police Department for 22 years. Shortly after joining the Police Department in 2001, his Marine Corps infantry unit was activated, and he was called to serve in Operation Enduring Freedom and Iraqi Freedom. Upon returning to the Baltimore Police Department, Captain Swenson continued to serve in Patrol and later in the District Flex Squad. He has previously served in the Special Operations Section’s SWAT Team, the Central District, the Southeastern District and the Training Academy. Captain Swenson most recently served as the Use of Force Assessment Unit Commander.
Captain Swenson holds a Bachelor of Science in Criminal Justice from Shippensburg University and a Master of Science in Management from Johns Hopkins University.
