BPD announces command promotions
Baltimore, Md. (March 3, 2023) -- The Baltimore Police Department (BPD) is pleased to announce several command promotions and new assignments across the Department.
Major Matt Corell has been appointed as the District Commander of the Western District. Born and raised in Southwest Baltimore, he has been a member of the Baltimore Police Department for 26 years. He previously served as the Executive Officer of the Western District. Before being appointed to command, Major Corell served as a Patrol Lieutenant/Shift Commander in the Northeast District, a Patrol Sergeant in the Northwest District and Western District, Entry-Level Training Instructor at the Education and Training Section, and Special Assistant to the Deputy Police Commissioner. He earned his Master of Science and Bachelor of Science in Organizational Leadership from Johns Hopkins University. He is also a member of the United States Marine Corps Reserve.
Captain Valencia Carter has been appointed as the Executive Officer of the Education and Training Section. A Baltimore native, Captain Carter has served the Baltimore Police Department for 19 years, most recently in the Recruitment Section. Her previous assignments include the Western District, Criminal Investigative Division, Human Resources Section, Education and Training Section, and the Public Integrity Bureau. She earned a Bachelor of Science in Criminal Justice from Coppin State University and a Master of Science in Management and Organizational Leadership from Johns Hopkins University.
Captain Adam Lattanzi has been appointed as the Executive Officer of the Southern District. Raised in Boston, Mass., Captain Lattanzi joined the Baltimore Police Department in 2004, and was assigned to Patrol in the Eastern District upon graduation from the Police Academy. Throughout his 18-year tenure, his previous assignments include the Violent Crime Impact Division (V.C.I.D.), Southeast District Gang Intel, Executive Protection, and Southeast District Patrol. Captain Lattanzi most recently served in the Public Integrity Bureau as a Sergeant and Lieutenant overseeing internal investigations. In 2000, he earned a Bachelor of Science-Business Management Degree from Endicott College, a Graduate Certificate in Forensic Criminology from UMass Lowell in 2013, and a Master’s Degree in Criminal Justice from UMass Lowell in 2021.
Captain Henrietta Middleton has been appointed as the Executive Officer of the Western District. Born in Charleston, S.C., she has been a member of the Baltimore Police Department for 16 years, with her most recent assignment being the Baker Shift Commander in the Northeast District. Her previous assignments include Northern District (Administrative Sergeant and D.D.U. Sergeant), Special Investigation Response Team (S.I.R.T), Internal Affairs and the Northwest District. Captain Middleton attended Morgan State University, where she studied Biology with a minor in Chemistry and Psychology.
Captain Scott Swenson has been appointed as the Executive Officer of the Eastern District. He has been a member of the Baltimore Police Department for 22 years. Shortly after joining the Police Department in 2001, his Marine Corps infantry unit was activated, and he was called to serve in Operation Enduring Freedom and Iraqi Freedom. Upon returning to the Baltimore Police Department, Captain Swenson continued to serve in Patrol and later in the District Flex Squad. He has previously served in the Special Operations Section’s SWAT Team, the Central District, the Southeastern District and the Training Academy. Captain Swenson most recently served as the Use of Force Assessment Unit Commander. Captain Swenson holds a Bachelor of Science in Criminal Justice from Shippensburg University and a Master of Science in Management from Johns Hopkins University.
The promotions go into effect March 5, 2023.
Additionally, several command staff will move to new assignments throughout the Department:
Captain Alicia White will transfer to the Anti-Crime Section.
Captain Arnold Jenkins will move to the Compliance Bureau.
Captain David Brust is transferring to the Special Investigations Section where he will serve as Executive Officer.
