BPD announces promotions and command changes

Baltimore, Md. (May 3, 2024) – The Baltimore Police Department (BPD) is pleased to announce command changes that will go into effect May 5, 2024.

Captain Jo Anne Wallace will be promoted to the rank of Major and will serve as the District Commander of the Northeastern District.

Captain Wallace is a 26-year veteran of the BPD, and she currently is the Commander of the Special Services Section. Her previous assignment was the Commander of the Data Driven Strategies Section (Homeland Security).  Some of her past assignments include Police Athletic League (PAL), Drug Enforcement detective, Child Abuse detective, Internal Affairs detective, Homeless Outreach Supervisor, Crisis Response Coordinator, Citiwatch commander, Emergency Operation Center (EOC).

Captain Wallace received her undergraduate degree in Cyber-Security Management and Policy from the University of Maryland Global Campus, a Master of Science degree in Criminal Justice from Coppin State University, a Master of Philosophy in Criminal Justice from Walden University, and she is pursuing her Doctorate in Criminal Justice. 

“Captain Wallace brings with her valuable experience and insights,” said Police Commissioner Richard Worley. “She is already a proven leader and I have no doubt that she will excel in her new role. I thank her for her dedication, service and willingness to take on new challenges.”

Captain Wallace’s predecessor, Major Dwayne Swinton has announced his retirement from the BPD. The Department is grateful for his service and wishes him the best in future endeavors. 

The following BPD members will also be promoted:

  • Sgt. Duane Weston will be promoted to Lieutenant.
  • Sgt. Donald Thomas will be promoted to Lieutenant.
  • Officer Ann Kerg-Bucksbaum will be promoted to Sergeant.
  • Officer Brandon Bass will be promoted to Sergeant.

Additionally, two command staff members will move to new assignments.

Captain Scott Swenson will move to the Northeastern District. He previously served as the Executive Officer of the Eastern District.

Captain Bill Shiflett will move to the Eastern District. He previously served as the Executive Officer of the Northeastern District.

All command changes go into effect May 5, 2024.
