District Information
The Northern District has some of the most affluent neighborhoods in Baltimore, including Roland Park and Guilford. Other notable neighborhoods include Hampden, which hosts the annual “Hon Fest,” and Charles Village, home to The Johns Hopkins University Homewood Campus. The Baltimore Museum of Art and Wyman Park may also be found in this District.
The Maryland Zoo, located in the 745-acre Druid Hill Park is considered the country’s third-oldest zoo. Druid Hill Park is one of the country’s oldest landscaped public parks and features athletic fields, swimming pools, a disc golf course, picnic groves and the Rawlings Conservatory and Botanic Gardens.
Other institutions of higher learning in the District are Loyola University Maryland and the Notre Dame of Maryland University.
Major Arnold Jenkins
Major Arnold Jenkins has been appointed as the District Commander of the Northern District.
A Maryland native, he has been a member of the Baltimore Police Department for 13 years and served in the following positions: Northern District Patrol, Northern District Operations, the Northern District Property Crimes Unit, Northwestern District Patrol, Northwestern District NCO Unit, Northeastern District Patrol, Commander of the Community and Youth Services Section, Commander of the Group Violence Unit, Executive Officer of the Eastern District, and Executive Officer for the Deputy Commissioner of Compliance.
Major Jenkins earned a Bachelor of Science from Salisbury University in Business Management and a Master of Public Safety from the University of Virginia. He most recently attended the 286th session of the FBI National Academy and is a graduate of the 83rd session of PERF’s Senior Management Institute of Police. He is a recipient of a Life Saving Award and the Northern District Officer of the Year Award, presented by Johns Hopkins.
Captain Henrietta Middleton
Captain Henrietta Middleton has been appointed as the Executive Officer of the Northern District. Born in Charleston, S.C., she has been a member of the Baltimore Police Department for 16 years, with her most recent assignments being Executive Officers of the Western District and the Baker Shift Commander in the Northeast District. Her previous assignments include Northern District (Administrative Sergeant and D.D.U. Sergeant), Special Investigation Response Team (S.I.R.T), Internal Affairs and the Northwest District. Captain Middleton attended Morgan State University, where she studied Biology with a minor in Chemistry and Psychology.
