Interactions with Youth
The Consent Decree requires the BPD to collaborate with the United States Department of Justice and the City of Baltimore to conduct a “comprehensive assessment” of Baltimore’s efforts to decrease young people’s involvement with the juvenile justice and criminal justice systems, including the barriers that exist in diverting more youth away from those systems, and how interactions between law enforcement and youth may impact diversion efforts.
In 2018, the Center for Children’s Law and Policy (CCLP), a non-profit organization, was chosen to complete such an assessment. Please find in the below document the final assessment report from CCLP:
